Gene Campaign at the Fourth Meeting of the Parties to the
Biosafety Protocol

Barpujari attended the 4th Meeting of Parties(MOP 4) of the
Cartagena Protocol on Biosafety , in Bonn, Germany from 12 to
16 May as NGO observers. Gene Campaign had organized a panel
discussion on Liability and Redress for GM Crops as a side
event, which was a topic dominating the official negotiations.
A panel discussion was also held on “Legal
Action to Improve Biosafety in India” and a screening of its
documentary film “Adoption of Bt Cotton in Vidarbha” for the
MOP participants.

Discussion on Legal Action to Improve Biosafety in India

The discussion, chaired by Dr. Suman Sahai of Gene Campaign,
revolved around efforts of civil society actors in India to
effect policy changes on biosafety, by engaging with the
judiciary. Indrani Barpujari of Gene Campaign gave an overview
of the legal action taken up by Gene Campaign including Gene
Campaign's writ petition of 2004 praying for changes in the
regulatory system and the petition of 2007 challenging the
de-regulation of GM food in India. Her presentation also dealt
with the efforts of CSOs to access information on transgenic
research, field trials and biosafety, with the help of the
newly enacted Right to Infomation Act, 2005. Dr. Debal Deb
from the Centre for Interdisciplinary Studies and Dr. Nitya
Ghotge from Anthra were the other panelists who shared their
individual experiences in the use of the law to ensure better
biosafety regulations and their implementation in India.
